Punchout Issue in R12

Hello

I am working with Supplier for punchout and we updated /opt/oracle/product/apps/tech_st/10.1.2/sysman/config/b64InternetCertificate.txt file in the server with supplier certificate and it is working fine in DEV. When we moved the same file to TEST instance it is not working and I am getting below error. Any input will be great!!

Error Code: 201 Unable To Reach Supplier Site

Unable to send the Login Request XML.
