11.1.2.3 Planning app change status gives error EXCEPTION

We have recently upgraded to 11.1.2.3 and have 2 planning applications. One of the apps I am able to have users promote/change status fine, but in the other app whenever I click Change Status and try to promote, it gives this error:

Change status failed with the following exception: Exception: %EXCEPTION%

I've tried restarting the Planning service and the app from EAS. I'm not sure if there's something wrong, or if it's just something I don't notice.

I already have a ticket open with Oracle Support on this but it is in the Development Working state and seems to be taking a while.
