ST/OT Orders show shipped quantity but no actual ship date on the detail record

We are trying to isolate in transit orders between our plants and we continue to have an issue with orders where the SOQS field shows a quantity but the order has not been confirmed and there is no actual ship date (ADDJ).  Has anyone else had an issue with this?  Is there a SAR or patch?
