Unable to create Contractor Assignment from approved PO notification?

Hi I created contingent worker from iProcurement and approved the PO. The PO got approved and in the PO approved notification I got a link to create Contractor assignment. When I click on the link it displays an error: You have insufficient privileges for the current operation. Please contact your System Administrator. Please let me know what access I need to provide to create Contractor Assignment.
