vector::_M_range_check exception

Hi -

I'm trying to build an RPAS domain in v14.1.1.20 and the build is failing with the following error when it starts trying to register measures:

Started task : installMeasures(com.retek.ride.installer.tasks.InstallMeasures)

rtkappcnfgmeas Got C++ exception: vector::_M_range_check

rtkappcnfgmeas exited with status: 4

I tried running the rtkappcnfgmeas command listed in the log with an increase log level to see if it gave more detailed information, but it did not.  I compared a few measures in the measure config files in the repos/measures directory with what is in the config tool and some of the base intersections do not match (see attached doc).
