Crossdock issues if inspected qty < back ordered qty

During Crossdock order processing, if inspected quantity is less than back ordered quantity, material binning request is generated instead of Crossdock order , system is not splitting the order lines if inspected quantity is less than back ordered quantity.The expectation is if order is split into 2 line items, system can utilize remaining available inspected quantity to fulfil partial order
