How to show all 4 title rows of a column set when using Publish FSG report with seeded templates?

We have FSG column sets that have titles in all four title rows (Build Column Set).  However, the last row is not displayed/is cut off when we run the reports using the Program - Publish FSG Report process to use the Excel output option.  We are on R12.2.4.  Do we need a patch or something else to get the fourth row to display in Excel?
