E1 Are there additional steps when building a UBE with BIpublisher XMLP and report definition

I built an update package for a new UBE and versions, in the OMW project there is an XMLP and RD objects in it but it was not included in the build (no need to build these objects). The update package build and deployments were fine but running the UBE via batch version produces no report and job status in the job control = FX,  "XML Publisher error".  This is a brand new report with brand new XMLP and RD.  Are there additional steps needed to get the report with BIpub RD to print?
