Previous year purchase orders migrate to new EBS installation

Hi ,

        We are implementing 12.2.4 with accrual accounting , budgetary control .

      We are now implementing a new EBS installation . We need to migrate the old PO from existing system . The customer has a number of PO's from 2013,2014 which are open . (Receipt expected ) .  If we migrate all those PO's to new installation then they will show as encumbrance in the new instance (for current budget year )

                    Can any one please guide , which are the purchase orders that we should migrate .
