Tooltip not working for some users

In Dispatch Center, when hovering over a task on the gantt chart, typically the tooltip will pop up. For a limited amount of users, it is not coming up however. When they hover, nothing comes up. It is just happening to users that use one responsibility. All other users that access Dispatch Center through other responsibilities are not having issues. Any ideas why only certain users cannot see it?
