The Pay Stub History Canada Tax amounts do not match the F0713 CA Tax History amounts. What could be

We have an issue where the R773170C Federal Tax Distribution Summary report is not matching our Payroll Register for active employees. In researching this, I have noticed the Pay Stub History amounts for Canada Federal Tax (and all the other taxes) do not match what is posted to the F0713 Tax History table for the respective taxes.

1) where is the R773170C pulling information from? I understand this runs only during pre-payroll and for active EEs.

2) why wouldn't the pay stub history and tax history amounts be the same for CA taxes? are they supposed to be the same?
