Product category LOV in territory management

Hi Guys, In R12 I am trying to create a new service territory, I am trying to use the "Product Category" matching attribute. In the "Product Category" attribute values LOV, it is not showing any product category values. The items are loaded with Inventory item categories. is there any step missed here? why the LOV is not showing any product category values?
