ASM issue and performance

hi,

Outside adding/dropping disk, i want to know how asm rebalance is working to  prevents fragmentation of disks, and to avoid manually relocate data to tune I/O performance.

what is the frequence of asm rebalance. and how i can reduce this frequence or disable automatic rebalance, because we have an issue with memory on a database server and i suspect this feature.

user grid is consuming more than 70% of memory on the server.
