Employee Update Program doesn't activate supplier record for rehired employee?

Hello Everyone,

We have an ex-employee who has an inactive supplier record in AP. He/she is rehired in Oracle HR and AP user ran Employee Update Program but it didn't activate supplier record for the rehire. Supplier record still has inactive date as his last employment end date.

Is this the intended functionality?
