P4310 header is locked and grayed out for any edits

the detail line is in partial receipt stage however the cancel date and the gldates show as 2013. In test env I changed these dates to 2016 and the header information is available to update. is this true that these dates impact and control the header information. I thought the Process options had control. Please advise.
