Error when creating a new physical standby database in a database vault environment

Environment:a 11.2.0.4 database with database vault enabled

Tool: Enterprize Manager Cloud Control 12c

Error Info:Data Vault is enabled for this database. Users with SYSDBA privilege may need additional authorization to perform the commands needed to clone the database.

I login the primary instance with 'sys',what privilege is needed to perform the clone commands?
