item categories still showing under secured responsibility in iProcurement

Hi...I'm running into the following if someone help me see what I'm missing?

I have created Store 'B'.  I've added Content Zone 'B' to the store (type Local).

- Content Zone Categories is set to 'Include items from Specific Categories' - and I have my Browsing Category 'B' added

- Content Zone Security is set to 'Secure by responsibilities' - and i have Responsibility 'B' added.

- Goal - I only want the items here showing under this responsibility and no others

I have another Store 'A', type Local, Content Zone 'A'.

- Categories is set to 'Exclude items from specific categories' and I have my Browsing Category 'B' excluded
