Need help with installing Oracle Developer Suite 10g (10.1.2.0.2)

I support Oracle EBS - RDMS 11.2.0.4.0, Oracle Apps 12.1.3, Oracle Forms 10.1.2.3.0

I got a new windows computer and need to install Oracle Developer Suite 10g

I downloaded and unzipped Oracle Developer Suite 10g (10.1.2.0.2), ds_windows_x86_101202_disk1.zip and ds_windows_x86_101202_disk2.zip . Stored the unzipped files to my c: drive. From the unzipped file install from disk1.zip, I executed setup.exe . I got the following error (I have a screenshot if need to reference that):

Checking operating system version: must be 5.0, 5.1, or 5.2 Actual 6.1 Failed <<<

Does the Oracle Client come into play here? I had Oracle Client 11.02 installed.

Can someone help me identify what I need to do differently to have the Oracle Developer Suite 10g installed successfully?
