Partially accepted receipt with ERI - process quality

Assume the following Scenario -

1- 1000 Eachs from item x are received in receiving area.

2- this fires notification to the sampler to take a sample and give final disposition

3- the sampler accept some of the quantity and reject the others .

4- the sampler has to give the sample group disposition just one disposition in order to give the inventory user the permission to deliver the qty .

what is the best practice here ?
