PHONE_FORMAT for DEU application

Looking at our ENU application (Sales 8.1) there are the PHONE_FORMAT records with language English-American for all prefix stored in the order field.

According to these values the DTYPE_PHONE fields are validated. But in our DEU application these validations are not performed. We can store any phonenumber

without any validation. So I created the same records with language German, cleared the cache, bounced the object manager and tried again but there is still no validation.

Do we need to change the PHONE_FORMAT LOV_TYPE to Multilingual?
