How are special characters treated by Security when setting ranges?

We currently use the range AA-ZZ in our security set up to limit use of a special doc type "##".

This is causing issues with our localization Withholding document types that begin with special character "$". How does security treat special characters when setting up ranges? We need to add $V and $N to our document type range AA-ZZ, without including the ##.

Any ideas?
