Change iAssets Rule on Profile Option but doesn't work

I created a rule and attached it to the Profile Option (Approvals for both releasing and receiving).  Later I created another rule with no approvals required.  I changed the rule on the profile option.  But it is still requiring approvals.  I cleared the java cache, and the temporary internet files but still it doesn't work. Any ideas?
