How to enable Pick and Ship button in Shipping Transaction Form?

Dear Experts,

I am trying to Pick and ship the sales order in Shipping Transaction Form , but  Pcik and Ship button is disabled. How can I enable the Pcik and Ship button? What is the setups required? Please help me out.
