E1LOCAL install error

Hi,

After upgraded the Tools Release from 8.98.4.2 to 9.2.0.2 I can't install the E1LOCAL database in Developer Client by InstallManager.exe

Oracle is not installed - installing it.

Install Oracle Database Engine.
