Can't define ethic groups under specific SetID

Hi,

I have a problem when setting values to be used in Campus Community. i am trying to define an ethnic group under (Set Up HRMS, Product Related, Workforce Administration, Ethnic Group) , when i try to insert a new value , i get the error message of "invalid value" for the set ID i am entering.  the value i am trying to enter does not appear on the list of allowable values when pressing the magnified icon. please note that i was able to define religion under the path  ( (Set Up HRMS, Product Related, Workforce Administration, Religion)  using the
