Create Standard PO from Sourcing get error!!

when we try to create standard po from sourcing we got following error:

Purchase Order Creation could not be initiated. Please check with your system administrator. and received FYI notification for failed PO creation process includes the following error

Error: System Error - ORA-0000: normal, successful completion
