APPS.AD_ZD_PREP package body invalid DBMS_OBJECTS_APPS_UTILS does not exist

I've reviewed MOS notes, search for a hit, but nothing. I ran the most recent ETCC on the db and application and there were no findings. ETCC stated all patches are applied. I did get one hit on a db patch but when I ran the conflict checker it stated all bugs were addressed by other patches. I also re-ran adgrants.  XDB_MIGRATESCHEMA exists in the database but is also invalid. I am going to run utlrp.sql most likely, but here is the output I get when trying to compile the package body:
