Is the Ledger_Id a Mandatory field on the fv_tas_betc_map table?

The TRM for fv_tas_betc_map table shows the set_of_books_id/Ledger_id as a mandatory field - is this correct?  If it is mandatory, what would cause this field not to get populated?
