Work Order and Planned Order

Hi,

Originally I had an understanding that ASCP suggest Planned orders. For Buy Items Planned Orders are released as PR and for Make items, its releases as Work Orders.

But when I looked into Workbench I have a case where for an Item (Make) associated to one Org, ASCP is suggesting both Planned Orders and Work Orders. What is the significance of having both Planned orders and Work orders simultaneously.
