Hyperion Planning: Scenario/Version Access question

Hi - I am trying to accomplish the following.  Currently, GroupA has write access to the Budget Scenario, with no additional access on the Version dimension.   

Is it possible to apply the access on the Version dimension, rather than on the Scenario dimension. 

How does the relationship work in terms of hierarchy?
