Unable to open siebel local database due to 'Adaptive Server Anywhere Database Engine has stopped wo

Hello Siebel group,

I installed Siebel 8.1 Tools onto my Window 7 machine. While I run the installation, I went to Compatibility tab, run in compatibility mode of windows xp sp3 and run as a Administrator. I was successfully installed Siebel 8.1 Tools without rising any errors. I confirmed I have the local database file copied from my co-worker and placed in correct folder, plus I have correct tools.cfg file. However, when I tested 'SSD Local Db default instance' through ODBC Data Source Administrator, I got below error message.

Adaptive Server Anywhere Database Engine has stopped working

A problem caused the program to stop working correctly.
