Credit Orders creating positive availability and negative hard comittment when the on hand is zero

1. I have an Item X with On hand and Availability '1' at location 'X'

2. Create a SO order with qty 1 and get committed to X

3. Ship the SO so that on hand and availability goes Zero

4. Create CO from SO history so that the CO is committed with location 'X'

5. Now in availability as per the rule it shows availability as '1'  in location 'X'

but is it right to show availability coming out of CO way before it is credit confirmed and on hand is bucketed?
