Prepayment Invoice use with budget account

Hi ,

       Our client wants to issue prepayments to suppliers at the same time they want to show it as commitment against their budget account .

     Salary Expense     10000 Commitment .   after prepayment .

      Salary Expense 10000 (Actual Expense )  after final invoice settle .

   Can any one suggest how we can achieve this . ?
