Oracle 12.1.0.2 Data provider internal error(-3000) [System.String]

Hello,

I have oracle 12.1.0.2 on Windows Server with latest patchset ( 22310559 (12.1.0.2.160119)) and application which use Oracle.DataAccess in 2.112.3.0 version.

When i try connect to db then application return  Data provider internal error(-3000) [System.String]

When i rollback patch then application work well.

I should update Oracle.DataAccess to 4.121.2.0 version?
