How to apply patch 10117518 during EBS 12.2 Upgrade?

I have just finished running rapidwiz to lay down the new 12.2 files for our E-Business Suite.  I am now trying to figure out how to apply patch 10117518, which is step 9 on page 3-5 of the Oracle E-Business Suite Upgrade Guide (E48839-11).  According to the readme file for patch 10117518 I am to merge patches 10117518, 19796564, 21670164 and 21833257 and then apply the merged patch.

The part I don't understand is how to apply the patch?  I don't have a functioning 12.2 instance yet so do I apply it from our existing 12.1.3 instance?  There is a caution for step 9 that says "Ensure that the environment file from the 12.2 RUN File System is sourced prior to applying this patch".  I don't yet know how to identify the RUN file system, although I'm guessing it's fs1.  I also don't know where to find the environment file?  Don't I need to run autoconfig to create the environment file?
