Changes to the Metric Alert Log Monitoring in Database Plug-in 12.1.0.4 and later

I have read many documents related to the changes to the alert log monitoring for db, asm, and cluster. The recommendation is to start using the new metric and retire the use of the old 'alert log' metric. We have customized the  metrics and have many rulesets  that alert on the error.

My question is a little deeper to what are the differences between the older 'alert log' metric and the newer 'db(asm/cluster) alert log' metric. In the documentation is does say that is now handles the duplicates and will prevent re-alerting on the same stack, but how long will it wait to send another alert? does it only de-duplicate for open alerts? does it wait for a monitoring cycle where the error is not created?
