adop or adpatch for 12.2 pre-upgrade steps

we are upgrading from 12.1.3 to 12.2.5. The section 3 of note  1320300.1 describes about 3 patching steps

1. Apply the AD Upgrade patch 10117518. (with 3 other patches merged)

2. CUP 6 patch 19796566 and around 20 preinstall patches to be merged and applied in preinstall mode

3. merge the patch driver with upgrade driver - u10124646.drv and run it.

I have the following questions against each step.

1. I am sure that all these steps need to be run from newly laid 12.2 filesystem, please confirm.

2. i should be using adop instead of adpatch for all the 3 steps - 1,2,3, please confirm.

The note gave all the examples as adpatch, for eg:

in step 2  : adpatch preinstall=y
