OSSOIdentityAsserter provide not available/ in provider menu in 12c

In versions up to 11g we can find the OSSOIdentityAsserter under providers in console.

From 11g console

In 12s OSSOIdentityAsserter this asserter does not seem to be available.

In 11 Release Note there is an explination on how to make this available.

How do we make  OSSOIdentityAsserter provider work in 12c??
