Error during patch 10117518 while upgrade 12.1.3 to 12.2

I'm upgrading our test EBS instance to 12.2 and during step 9 on page 3-5 of the Oracle E-Business Suite Upgrade Guide (E48839-11)  I am getting error error during adpatch for the 10117518 patch.

According to the readme file for patch 10117518, I was supposed to merge that patch with 19796564, 21670164, and 21833257.  While that merged patch is running, I get the following error:

FAILED: file ADZDMVB.pls  on worker  1.

The worker log contains the following error:

sqlplus -s APPS/***** @/u01/ebsdeve/apps_st/fs1/EBSapps/appl/ad/12.0.0/patch/115/sql/adsqlwrapper.sql '/u01/ebsdeve/apps_st/fs1/EBSapps/appl/ad/12.0.0/patch/115/sql/ADZDMVB.pls &un_apps'
