Multiple Model Business Units for the same business unit type in JDE1

We have a scenario where we need to create multiple model business units for the same business unit type - JB in our model company 99999. When we try to update FMOD (Model/consolidated flag) with M for a new model business unit (with same business unit type of JB), system throws error "Combination of fields Invalid". I faced this situation in the past (Probably in 9.0 release), but P51006 allows to update FMOD flag to 'M' for multiple business units in the same business unit type. It is not happening now in 9.1 release.

We need to have multiple model jobs in the same business type of JB.
