Failure Analysis - MTBF

According to this document https://docs.oracle.com/cd/E18727_01/doc.121/e13670/T259967T453800.htm#analyzefailureinfo , "Only completed work orders are included in Failure History and Failure Analysis." But for MTBF, would it not make sense if we also include the Released work orders? Even on released status, we could already determine its failure date, thus, we could already compute for the MTBF.
