When is the pa_org_hierarchy_denorm table updated

We had an issue where the pa_org_hierarchy_denorm table appeared to be 'corrupt', because it didn't contain records with pa_org_use_type=’EXPENDITURES’, for the corresponding org_hierarchy_version_id.

The relevant records could be recreated, however, we are curious why the weren't there anymore and what might have could the update.
