Applying database patches to Exadata when no bundle patch version is listed

We have an Exadata X2 and I need to apply some databases patches to prepare for our E-Business Suite upgrade.  Sometimes when I query a patch it will list the patch with a specific version for the current Exadata Bundle Patch you are on.  In our case, we are on Bundle Patch 10 (21125181)

Example patch 18485835:

In other cases, there are no bundle patch versions listed at all.  For example, patch 19472320 just lists patches for individual database releases such as 12.1.0.1, 11.2.0.4, 12.1.0.2. 

In other cases, the patch lists some bundle patch releases but not one for the current level of my database.

My question is, how do I know which patches are safe for me to apply to our databases on our Exadata?  Do I not apply a patch AT ALL unless it has the specific bundle patch release?  Is it safe to apply if there are no bundle release patches listed?  It's very confusing so I would really appreciate some clarity.
