Any ideas on this agent patch failure.  The OEM recommendations say to apply this patch, but it looks like it isn't appropriate for some reason.  Also, the recommendations say to apply 22317311, and the readme for 22317311 says to apply 22164538 before applying 22317311:

Applying interim patch '22342358' to OH '/apps/database/oracle/product/agent/sbin'

Verifying environment and performing prerequisite checks...

Prerequisite check "CheckApplicable" failed.
