After 11.1.2.3.700 Patch ARM is intermittently recognizing user provisioning

We patched from 11.1.2.3.500 to 11.1.2.3.700 our Hyperion Environment, upon completion we noticed that ARM will intermittently not recognize user provisioning.  Has anyone seen an issue similar.

Hyperion Version (See Illustration 1.0 below)

Troubleshooting Steps:

1. Scaled down profiles to 1 profile (See Illustration 2.0 below)
2. Removed the Prepare and Reviewer
3. Opened Shared Services(also Patched to .700)
4. Removed all Provisioning across all users and groups from ARM
5. Provisioned the individual MSAD Preparer and Reviewer
6. Ran Provisioning report to ensure they were provisioned appropriately (See Illustration 3.0 and 4.0 below)
7. Opened ARM
8. Set the Prepare for Monthly Profile, Duration of 1 day
9. Set the Reviewer for Monthly, Duration of 1 day
