Unable to change primary location of items when there is a soft commit- (Manufacturing Module)

There are soft commits in the primary location of an item and we are not able to change the location due to the soft commits. Bug 12874985 is reported under enhancement. Please let us know if there are any work around for the same. The issue applies to both the Manufacturing and Procurement modules.  We are using release JDE 9.1.5. This is for manufacturing module
