Customer Merge Options

Our customers are 1 party/1 account/1 or more sites.  We're looking to get rid of duplicates and have seen the forms for Account Merge and Party Merge and the Data Librarian functionality for Party Merge.

I assume the Party Merge form vs Data Librarian would be based on if you just want to merge one into another where you keep all attributes of one of them (form) or if you want to pick and choose which attributes of each you want to keep (data librarian).  Is that really the difference in these options?

Is the recommended approach to merge accounts then parties or parties then accounts?
