JDE/WLS 12c grid import rows limit is not being honored

We have GridImportRowLimit set to 2500 rows; however, we are only able to successfully import about 400 rows. We are using the clipboard paste method. When we try to import 1,000 rows, for instance, the Import Assistant blinks quickly and does not show a 'work in progress' message and the rows have not been imported into the grid when we return to the application.

I've been unsuccessful so far in changing the WLS MaxRequestParameterCount via cmd line.
