ORAchk 12.1.0.2.6 showing wrong output is this a bug?

On the database, the control_file_record_keep_time is set to 30 but then the ORAchk report says that the test is failed and the value is set to 0. Even the Oracle database software owner hard stack shell limits on the server it shows 32768 on both the nodes but the ORAchk output says that the test is failed for one node.
