How can I view Bulgarian Localization outputs on Internet Explorer? When I run the report from orac

When I run the Bulgarian Localization report, 'Bulgarian Journal Entry Report - Entered Currency', and then I view output and copy file, when it opens in IE, I receive a bunch of question marks.  What can I do to see the format correctly?
